Quality Assuranc Is Questionable

This is my second pair. First pair, one shoe squeaked. Just received second pair and no squeak but there is supposed to be stretch buckle so that you can get your foot in the shoe. The left shoe has solid material while the right show has the proper stretch material. How the heck does that happen?
Going to try a third time as I like the look and fit , otherwise
