Inaccurate Size

These seem like comfortable enough shoes, but run about a size large for me. Size 4 is more like a 5. Apparently this brand does not know what a size 4 is.

Ordered New Shoes but Received Used Shoes Instead

I ordered these shoes twice and now I am returning them twice. The first time the shoe was too big and the second time I ordered the shoes, I received used shoes in the mail. This is ridiculous that DSW Shoes will knowingly send a used product when I paid for new shoes. The bag that normally comes with this shoe is missing and they have been worn. Where is the integrity DSW Shoes?
