Problem

I am not happy. I ordered this kit, It arrived leaking and missing the brush. I got in touch and they said that they would send another. Then said that they were out of the kit and I would have to travel 40 miles to the store in Allentown PA to return it. I did not want to do that as it seems like a lot of gas for a $20 item. So they said I could return it for a refund but the refund would only be $9. How I that possible? I have ordered for DSW many times before with no problems.
